As much as 5 inches of rain might fall over the Southern Plains in an event FOX Weather meteorologists are calling a "drought buster." And we've already seen flash flooding in the Dallas/Forth Worth area Texas for land already parched. FOX Weather's Robert Ray reports from the I-35 corridor in Dallas.
