El Niño is typically associated with reduced tropical cyclone activity in the Atlantic Basin and increased storm activity in the Eastern and Central Pacific basins, along with a host of other weather impacts around the world outside of hurricane season.
This is a pattern we've already seen so far this year.

As of now, heavy rain could begin to affect the Leeward Islands late Saturday into Sunday, and by Monday, the Virgin Islands, Puerto Rico and Hispaniola.
The heavy rain may produce flash flooding, especially in areas of high terrain.
Some long-range models show the chance of remnants of Dolly regenerating north of the islands. While the odds are low, there is no consensus on what might develop or where it might go.
