Tropical Storm Earl expected to strengthen to a hurricane by midweek

Tropical Storm Earl will continue to bring heavy rain to the U.S. and British Virgin Islands and Puerto Rico through Monday evening. As Earl continues to move north, the tropical storm is expected to strengthen to a hurricane by Wednesday.
