Rounds of storms beginning Sunday through Tuesday will rattle the Plains. bringing heavy rain which creates the risk of flash flooding. A level 2 out of 4 flash flood threat is in place Sunday and Monday for portions of Texas, Oklahoma, Arkansas and Mississippi.
